About the Role
As HR Officer, you will be responsible for the governance, compliance and administration of all Associates engaged by CIPFA.
You will oversee the onboarding of new Associates, manage renewals and ensure compliance with relevant policies and procedures. You will also play a key role in developing and maintaining the policy and procedural framework that supports CIPFA’s Associate management system. In addition, you will ensure adherence to UK off-payroll working regulations (IR35), assessing contractor engagements, managing associated risks and implementing robust processes aligned with HMRC requirements.
This role is offered on a 6-month fixed-term contract.
Key responsibilities
Keep policies and procedures up to date with legislation and guidance, ensuring compliance and awareness across the organisation.
Oversee the full Associate lifecycle, from onboarding to offboarding, including record keeping, renewals and timesheets.
Lead on IR35 compliance, including CEST determinations, annual reviews and providing expert advice on employment status and risk.
Produce regular management information, identifying trends, risks and opportunities for cost or process improvements.
Manage payment administration, ensuring accurate setup, approvals, HRIS updates and timely resolution of pay queries.
Administer and maintain P&C systems (PeopleXD), acting as a superuser and ensuring data accuracy and effective use of templates and Docusign.
Support payroll year-end activity, ad-hoc P&C projects and provide general administrative support, while maintaining confidentiality and modelling CIPFA values.
About You
This role would be particularly well suited to someone with experience in HR administration, people operations, compliance, payroll, contractor management or a similar governance-focused role. You will have a good understanding of compliance, data accuracy and process management, and be comfortable interpreting policies, legislation and regulatory requirements. Experience of supporting HR processes, onboarding, employment status assessments or contractor administration would be advantageous. Proactive and customer-focused, you use your initiative to progress work independently and consistently model CIPFA’s values and behaviours in your approach.
